January 27,2004 <br /> <br />6? <br /> <br />Council considered a presentation by a Virginia Department of Transportation <br /> <br />(VDOT) representative of Martinsville-Henry County Long Range Transportation Plan <br /> <br />and approval of a Resolution adopting said Plan. Lewis Parsley, of VDOT, stated that <br /> <br />the purpose of the study was to evaluate the transportation system in the Martinsville <br /> <br />and Henry County area and to recommend a set of transportation improvements that <br /> <br />could best satisfy existing and future transportation needs. This study identified needs, <br /> <br />which are based upon capacity, roadway safety, geometric conditions, and land use. A <br /> <br />discussion ensued regarding the Six-Year Plan versus the Long Range Plan, including <br /> <br />the Starling Avenue bridge. Council requested that the Plan be amended to read Phase <br /> <br />One - Intersection of Mulberry Road and Rives Road and Phase Two - Fayette Street. <br /> <br />Council Member Ferrill moved to adopt the Plan as amended and the following <br /> <br />Resolution; the motion was duly seconded and carried by the following vote, with all <br /> <br />members voting: Vote 5 - 0; Yeas (5) - Cobbe, Dallas, Ferrill, Roop, Teague; Nays (0) <br /> <br />- None: <br /> <br />WHEREAS, the Virginia Department of Transportation, in <br />conjunction with consultant assistance, has developed an update of <br />the Long Range Transportation Plan for the Martinsville-Henry <br />County area; and <br />WHEREAS, the Virginia Department of Transportation has received <br />through periodic meetings and review sessions over the course of <br />the study , input and guidance from a local technical assistance <br />committee comprised of administrative staff personnel from both <br />the City of Martinsville and the County of Henry; and <br />WHEREAS, a Public Hearing was held on December 11, 2003 at <br />the Henry County Administration Building to receive input from the <br />public on the Long Range Transportation Plan: and <br />WHEREAS, the Virginia Department of Transportation staff has <br />considered the input received from the technical committee <br />members as well as comments received at the Public Hearing and <br />made appropriate changes to the planning documents; now, <br />therefore <br /> <br /> <br />
