August 26, 2003 <br /> <br />projected completion. Dr. Judith Winston, Executive Director, and Pam Armstrong, <br />VMNH Board, were available for comment. A discussion ensued regarding property <br />reversal if the project is not completed. Delegate Ward Armstrong replied that the <br />Commonwealth would most likely not accept a property reversal clause and suggested <br />not conveying the deed until a building contract is signed. Mayor Teague declared the <br />Public Hearing open. With no response, Mayor Teague declared the Public Hearing <br />closed. Council Member Cobbe moved to donate such property and authorize the <br />Mayor to execute such paperwork after a building contract is signed; the motion was <br />duly seconded and carried by the following vote, with all members present voting: Vote <br />4 - 0; Yeas (4) - Cobbe, Dallas, Roop, Teague; Nays (0) - None. <br /> <br /> Council considered business from the floor. Gina Ashbrook, Farmers' Market <br />Manager, reported that farmer/vendor participation is up and all booths are rented. She <br />added that the majority of farmers/vendors were very receptive to the new fees. <br />Barbara Winn, of 501 Sours Milt Road, spoke in opposition to the proposed facility of <br />Tire Energy Corporation. <br /> <br /> Vice Mayor Roop moved to adopt the following Consent Agenda items; the <br />motion was duly seconded and carried by the following vote, with all members present <br />voting: Vote 3 - 0 - 1; Yeas (3) - Dallas, Roop, Teague; Nays (0) - None; Abstention <br /> <br />(1) - Cobbe: <br /> <br /> <br />
