2 <br /> <br />Augd'st 26, 2003 <br /> <br /> Council considered approval, on first reading, of Ordinance 2003-11 adding <br />Article VI, Sections 12-140 through 12-169 of the City Code concerning bicycles and <br />mopeds at the request of the Transportation Safety Commission. Michael Rogers, <br />Chief of Police, stated that this Ordinance addresses a major traffic and safety issue <br />and briefly reviewed the proposed requirements. Melvin Smith, of 614 East Church <br />Street, spoke in support of the Ordinance. Vice Mayor Roop moved to adopt, on first <br />reading, Ordinance 2003-11 as presented with language addressing City Park and <br />School properties being defined and inserted at the next meeting; the motion was duly <br />seconded and carried by the following roll call vote, with all members present voting: <br />Vote 4 - 0; Yeas (4) - Cobbe, Dallas, Roop, Teague; Nays (0) - None. <br /> <br /> Council considered approval of the following schedule for FY03-04 Neighborhood <br />Focus meetings (formerly Town Meetings) to be held at 7:30 P. M., in Council Chamber: <br />September 23, 2003 - Southside; December 9, 2003 - Druid Hills/Uptown; March 23, <br />2004 - Northside/Chatham Heights; and June 22, 2004 - Westside. Vice Mayor Roop <br />moved to approve such schedule; the motion was duly seconded and carried by the <br />following vote, with all members present voting: Vote 3 - 1; Yeas (3) - Cobbe, Roop, <br />Teague; Nays (1) - Dallas. <br /> <br /> Council considered conducting a Public Hearing to consider the donation of City- <br />owned real property on Starling Avenue to the Virginia Museum of Natural History <br />(VMNH) and consider authorizing the Mayor to execute a Real Estate Donation <br />Agreement and Deed conveying said property as noted. Tom Harned, Economic <br />Development Director, presented a historical review of the proposed project. Carolyn <br />Seay, of the VMNH, presented a project timeline which included a January 2006 <br /> <br /> <br />
