August 26, 2003 <br /> <br /> A regular, semi-monthly meeting of the Council of the City of Martinsville, <br />Virginia, was held on August 26, 2003, in Council Chamber of the Municipal Building, <br />beginning at 7:30 P. M., with Mayor Gene Teague presiding. Council Members present <br />included: M. Gene Teague, Mayor; Terry L. Roop, Vice Mayor; and Council Members <br />Joseph R. Cobbe and Bruce H. T. Dallas. Council Member J. Ronald Ferrill was absent <br />due to being out of town. <br /> <br /> Following the invocation by Council Member Dallas and Pledge to the American <br />Flag, Mayor Teague welcomed everyone to the meeting. <br /> <br /> Council considered approval, on second reading, of Ordinance 2003-12 <br />amending, revising, and reordaining Article II of Chapter 15.5 of the City Code relating <br />to property maintenance. Earl B. Reynolds, Jr., City Manager, clarified that this is not a <br />rental property inspection program. The following citizens spoke in opposition of the <br />Ordinance: Earl Lawrence, of 4067 Barrows Mill Road; Allen Adams, of 371 Round Hill <br />Road; Ted Balabanis, of 907 Hunting Ridge Road; and John Sanders, of 308 Starling <br />Avenue. The following citizens spoke in support of the Ordinance: J. B. Travis, of 401 <br />Fifth Street; Carolyn Brown, of 131 Greyson Street; Curtis Ray Martin, of 11 Dunlap <br />Street; and Roy Sloane, of 218 Greyson Street. A discussion ensued regarding an <br />appeals process and the actual eviction time period. Council Member Dallas moved to <br />adopt, on second reading, Ordinance 2003-12 [Attachment A] as presented with <br />language addressing an appeals process being defined and inserted at the next <br />meeting; the motion was duly seconded and carried by the following roll call vote, with <br />all members present voting: Vote 3 - 1; Yeas (3) - Dallas, Roop, Teague; Nays (1) - <br /> <br />Cobbe. <br /> <br /> <br />
