August 26, 2003 <br /> <br /> A. Set a Public Hearing for September 9, 2003, to consider the sale of <br /> City-owned real property consisting of 0.3 acre in the Martinsville <br /> Industrial Park in Henry County to Tire Energy Corporation. <br /> B. Set a Public Hearing for September 9, 2003, on a Local Law <br /> Enforcement Block Grant of $15,353 to purchase equipment for the <br /> Police Department. <br /> <br /> Council considered approval of the FY2003-04 Performance Contract between <br />Piedmont Community Services and the Virginia Department of Mental Heath, Mental <br />Retardation and Substance Abuse Services. Council Member Cobbe moved to approve <br />such Performance Contract; the motion was duly seconded and carried by the following <br />vote, with all members present voting: Vote 3 - 0 - 1; Yeas (3) - Cobbe, Roop, <br />Teague; Nays (0) - None; Abstention (1) - Dallas. <br /> <br /> Council considered the need to meet in Closed Session. In accordance with <br />Section 2.1-344 (A) of the Code of Vir.qinia (1950, and as amended) and upon motion <br />by Council Member Dallas, duly seconded, and by unanimous recorded vote, Council <br />convened in Closed Session, for the purpose of discussing the following matters: <br /> <br /> A. Appointments/Reappointments to various Boards/Commissions, as <br /> authorized by Subsection 1. <br /> 1. Board of Zoning Appeals <br /> 2. Coalition for Economic Progress <br /> 3. West Piedmont Disability Services Board <br /> B. A personnel matter under the jurisdiction of the City Council, as <br /> authorized by Subsection 1. <br /> C. Consultation with legal counsel pertaining to actual or probable <br /> litigation, as authorized by Subsection 7. <br /> <br /> At the conclusion of this Closed Session, each member of Council certified that <br />(1) only public business matters exempt from open meeting requirements were <br />discussed in said Closed Session; and (2) only those business matters identified in the <br />motion convening the Closed Session were heard, discussed, or considered during said <br />Session. Upon return to Open Session, Council took the following action: <br /> <br /> <br />
