Council <br />Member Ferrill moved to modify the proposed budget by raising the meals tax from 4 <br />percent to 5 ~ percent and by lowering the residential refuse collection fee from $8.50 <br />to $7.50; the motion was duly seconded and defeated by the following vote, with all <br />members voting: Vote 2 - 3; Yeas (2) - Cobbe, Ferrill; Nays (3) - Dallas, Roop, <br />Teague.
