June 10, 2003 <br /> <br />Trollinger, Superintendent, requested that the School System's fund balance be used to <br />fund the summer school program and that the funding for School crossing guards be <br />restored. Chris Koumparakis, of 1772 Farmbrook Road, Ridgeway, spoke regarding the <br />proposed tax increases. Joseph Finley, of 1658 Roundabout Road, School Board <br />Chairman, stated that the School Board did what was asked of them and that they <br />looked for cuts that would have the least impact on the students. John Sanders, of 308 <br />Starling Avenue, voiced his opposition to any increases and encouraged Council to <br />make more cuts. Kathy Deitz, of 709 Clarke Road, stated that a $750,000 cut to the <br />School System is too much. Council Member Cobbe reminded everyone that the <br />School Board establishes the School System's budget, not Council. Mayor Teague <br />declared the Public Hearing closed. Vice Mayor Roop moved to adopt, on first reading, <br />Ordinance 2003-5; the motion was duly seconded and carried by the following roll call <br />vote, with all members voting: Vote 4 - 1; Yeas (4) - Dallas, Ferrill, Roop, Teague; <br />Nays (1) - Cobbe. <br /> <br /> Council considered, on first reading, Ordinance 2003-6 amending Chapter 21 - <br />Taxation, Article VI - Tax on Prepared Food and Beverages, Section 21-75 Levy of the <br />City Code related to the Meals Tax. Vice Mayor Roop moved to adopt, on first reading, <br />Ordinance 2003-6 as presented; the motion was seconded. Council Ferrill offered an <br />alternative motion to raise the meals tax from 4 percent to 5 ~/~ percent; the motion was <br />seconded. Council Member Cobbe questioned the process of adopting the budget prior <br />to tax and rate revisions. Both motions and subsequent seconds were rescinded. <br />Council Member Dallas moved to reconsider the adoption of Ordinance 2003-5; the <br />motion was duly seconded and carried by the following vote, with all members voting: <br /> <br /> <br />
