April 22, 2003 Mayor Roop moved to adopt, on first reading, Ordinance 2003-3; the motion was duly seconded and carried by the following roll call vote, with all members voting: Vote 5 - 0; Yeas (5) - Cobbe, Dallas, Ferrill, Roop, Teague; Nays (0) - None. Earl B. Reynolds, Jr., City Manager, presented his proposed FY04 budget, a copy of which is incorporated herein for the record. [Attachment A] Council considered business from the floor. Klm Adkins, of the Martinsville- Henry County Chamber of Commerce, stated that as part of his visit to the area today, Onslee Ware, of the Commonwealth Transportation Board, toured the Clearview Drive/Liberty Street project area. Also, the Chamber, in partnership with Ferrum College and Leisure Services, has submitted a bid for the NCAA Division 3 Regional Championships. Chris Koumparakis, of 1772 Farmbrook Road, Ridgeway, spoke in support of the proposed budget. Gina Martin Manley, of 1515 East Church Street Extension, spoke in opposition to any cuts to the Schools' budget. Mr. Sanders encouraged Council to make more cuts to all proposed budgets. Council Member Dallas moved to adopt the following Consent Agenda items; the motion was duly seconded and carried by the following vote, with all members voting: Vote 5 - 0; Yeas (5) - Cobbe, Dallas, Roop, Teague; Nays (0) - None: A.
