April 22, 2003 <br /> <br />seconded and carried by the following vote, with all members voting: Vote 5 - 0; Yeas <br /> <br />(5) - Cobbe, Dallas, Ferrill, Roop, Teague; Nays (0) - None: <br /> <br />WHEREAS, all the citizens of the City of Martinsville deserve the <br />opportunity to receive quality and affordable health care; and <br />WHEREAS, such care should be available for all citizens <br />regardless of their socio-economic status; and <br />WHEREAS, many residents of the City of Martinsville and the <br />surrounding jurisdictions are unable to purchase quality health care <br />for themselves and their families, and therefore must rely on <br />assistance from service providers who receive grant funds to help <br />meet the financial requirements of that service; and <br />WHEREAS, the opportunities for such assisted services have <br />lessened in recent months with the loss of grant funding for several <br />rural health care centers serving the communities in Henry, <br />Pittsylvania and Franklin counties and the cities of Danville and <br />Martinsville, and <br />WHEREAS, the need for such services appears to be increasing; <br />now, therefore <br />BE IT RESOLVED, on this 22nd day of April 2003, that the <br />Martinsville City Council encourages such service providers and the <br />Bureau of Primary Health Care to pursue all avenues possible to <br />ensure that quality and affordable health care continue to be <br />available for our citizens. <br /> <br />Council considered adoption of a Resolution establishing policy regarding <br /> <br />requests for tax exemption by not-for-profit organizations. This Resolution was <br /> <br />recommended by the Commissioner of the Revenue and written by the City Attorney. <br /> <br />the motion was duly seconded and carried by the following vote, with all members <br /> <br />voting: Vote 5 - 0; Yeas (5) - Cobbe, Dallas, Ferrill, Roop, Teague; Nays (0) - None: <br /> <br />WHEREAS, it is the goal of the City of Martinsville to provide an <br />equitable property taxation system for the owners of real and <br />personal property in the City; and <br />WHEREAS, not-for-profit organizations apply to the City of <br />Martinsville from time to time seeking exemptions from real or <br />personal property taxes as provided by law; and <br />WHEREAS, the City Council of the City of Martinsville deem~ it <br />necessary to establish a policy regarding future tax exemption <br />requests from not-for-profit organizations; <br /> <br /> <br />
