April 22, 2003 seconded and carried by the following vote, with all members voting: Vote 5 - 0; Yeas (5) - Cobbe, Dallas, Ferrill, Roop, Teague; Nays (0) - None: WHEREAS, all the citizens of the City of Martinsville deserve the opportunity to receive quality and affordable health care; and WHEREAS, such care should be available for all citizens regardless of their socio-economic status; and WHEREAS, many residents of the City of Martinsville and the surrounding jurisdictions are unable to purchase quality health care for themselves and their families, and therefore must rely on assistance from service providers who receive grant funds to help meet the financial requirements of that service; and WHEREAS, the opportunities for such assisted services have lessened in recent months with the loss of grant funding for several rural health care centers serving the communities in Henry, Pittsylvania and Franklin counties and the cities of Danville and Martinsville, and WHEREAS, the need for such services appears to be increasing; now, therefore BE IT RESOLVED, on this 22nd day of April 2003, that the Martinsville City Council encourages such service providers and the Bureau of Primary Health Care to pursue all avenues possible to ensure that quality and affordable health care continue to be available for our citizens. Council considered adoption of a Resolution establishing policy regarding requests for tax exemption by not-for-profit organizations. This Resolution was recommended by the Commissioner of the Revenue and written by the City Attorney. the motion was duly seconded and carried by the following vote, with all members voting: Vote 5 - 0; Yeas (5) - Cobbe, Dallas, Ferrill, Roop, Teague; Nays (0) - None: WHEREAS, it is the goal of the City of Martinsville to provide an equitable property taxation system for the owners of real and personal property in the City; and WHEREAS, not-for-profit organizations apply to the City of Martinsville from time to time seeking exemptions from real or personal property taxes as provided by law; and WHEREAS, the City Council of the City of Martinsville deem~ it necessary to establish a policy regarding future tax exemption requests from not-for-profit organizations;
