· A business representative appointed by the Chamber · The County Administrator · The City Manager ' · A business representative appointed by the Henry County Board of Supervisors · A business representative appointed by Martinsville City Council · A business representative appointed by the Harvest Foundation Alt board members, except the City Manager and County Administrator, shall serve a term of two years with a limit of three consecutive terms. The County Administrator and City Manager's beard terms are indefinite and they shall continue as board members as long as they hold their respective positions. For the board's first term, the Chamber appointee and the City appointee shall serve a one year term in order to establish staggered terms of office. The Board of the Coalition shall elect a chairman and vice-chairman annually in July fi-om amongst its members and shall elect such other officers as it deems necessary or advisable. The Board of the Coalition shall adopt such procedures and rules of order as it deems necessary or advisable to conduct the Coalition's business. The Board of the Coalition shall convene as oi'cen as it deems necessary to properly conduct the business of the Coalition, but shall meet no less frequently than quarterly. Board Responsibilities The Board of the Coalition's responsibilities shall be to: Develop an economic development mission, plan and process that, analyzes the community's assets against its needs and defines the t~es of diverse businesses and industries the area should consider pursuing. Develop a process to communicate with the public. Assess resources. Develop a budget. Develop and evaluation process and performance review. Establish time frames
