March 11,2003 <br /> <br /> Council recognized the 2002 Quarterly Winners eligible for the 2002 Annual <br />Service Excellence Award and the quarterly win~. City Manager Reynolds <br />announced the quarterly winners as Mary Ann Mason, Housing; Danny Worrell, Public <br />Works; Cindy Barbour, Public Works; and Frank Holland, Community Development. Mr. <br />Worrell was the named the annual winner. <br /> <br /> Council considered the presentation of an award of accreditation to the Police <br />Department given by the Virginia Law Enforcement Professional Standards Commission <br />(VLEPS). Michael Rogers, Chief of Police, stated that Patrick Agee and Janet Hiatt <br />were instrumental in this process. Ernie O'Boyle, of the Virginia Department of Criminal <br /> <br />Justice Services, presented the re-accreditation to the City, along with two <br />representatives from the VLEPS Board. Chief Rogers stated, "1 have good, <br /> <br />hardworking, talented employees that provide a friendly work environment with high <br />ethics." He, also, highlighted accomplishments over the past few years. <br /> <br /> Council considered establishing the City's Annual Regional Highway <br />Transportation Projects Priority List for 2003. Vice Mayor Roop moved to establish <br />such as presented; the motion was duly seconded and carried by the following vote, <br />with all members voting: Vote 5 - 0; Yeas (5) - Cobbe, Dallas, Ferrill, Roop, Teague; <br />Nays (0) - None. <br /> <br /> Council considered adoption, on first reading, of Ordinance 2003-2 amending <br />Ordinance 2000-6 relating to the City's prior establishment of an underground utility <br />corridor with the Virginia Department of Transportation (VDOT). Vice Mayor Roop <br />moved to adopt such Ordinance, on first reading; the motion was duly seconded and <br /> <br /> <br />
