March 11,2003 <br /> <br /> A regular, semi-monthly meeting of the Council of the City of Martinsville, <br />Virginia, was held on March 11, 2003, in Council Chamber of the Municipal Building, <br />beginning at 7:30 P. M., with Mayor Gene Teague presiding. Council Members present <br />included: M. Gene Teague, Mayor; Terry L. Roop, Vice Mayor; and Council Members <br />Joseph R. Cobbe, Bruce H. T. Dallas, and J. Ronald Ferrill. <br /> <br /> Following the invocation by Council Member Dallas and the Pledge to the <br />American Flag, Mayor Teague welcomed everyone to the meeting and acknowledged <br />Eric Monday, Interim City Attorney. <br /> <br /> Council Member Ferrill moved to approve the minutes of the February 11, 2003, <br />February 13, 2003, and February 25, 2003, meetings as presented; the motion was duly <br />seconded and carried by the following vote, with all members voting: Vote 5 - 0; Yeas <br />(5) - Cobbe, Dallas, Ferrill, Roop, Teague; Nays (0) - None. <br /> <br /> Council recognized the following City employees for service awards from January <br /> <br />through March 2003: <br /> <br /> 25 years: <br /> 20 years: <br /> <br /> 15 years: <br /> 10 years: <br /> 5 years: <br /> <br />Otha Taylor, Public Works <br />Brenda Souther, Police; David Thornton, Electric; Kenneth <br />Draper, Fire <br />Irene Turner, Police; Danny Wimmer, Police; William <br />Hooper, Fire <br />Erika Hamilton, Circuit Court Clerk's Office; Jay Stout, <br />Police; Betsy Pace, Senior Services <br />Pat Conrad, City Treasurer; Joan Ziglar, Commonwealth's <br />Attorney; Renay Hairston, Commonwealth's Attorney's <br />Office; Daniel Morrison, Electric <br /> <br />Council recognized nominees for the 2003 First Quarter Service Excellence <br /> <br />Award and the quarterly winner.
