March 11,2003 <br /> <br />carried by the following roll call vote, with all members voting: Vote 5 - 0; Yeas (5) - <br />Cobbe, Dallas, Ferrill, Roop, Teague; Nays (0) - None. <br /> <br /> Council considered conducting a Public Hearing and adopting a Resolution on a <br />request by the Economic Development Department to review a proposed Community <br />Development Block Grant (CDBG) application seeking funding for the West Church <br />Street Commercial Corridor Improvement project. Peggy Morrison, of K. W. Poore & <br />Associates, presented an overview of the CDBG program and the proposed project, <br />including the planning study, project area needs assessment, project area assets, and <br />proposed improvement program. The total project will be $1,619,955, with $487,500 <br />committed by property owners and $700,000 in CDBG funding. Mayor Teague declared <br />the Public Hearing Open. Mark Price, of 936 Bethel Lane, spoke in favor of the project <br />but stated that it should improve more than just the fa~;ades. He said, also, that not <br />enough money is being requested. The Public Hearing will remain open until Council's <br />regular meeting on March 18, 2003. <br /> <br /> Council considered adoption of a re~Olution concurring in the declaration of a <br />local emergency originally submitted by the City Manager pursuant to State Code <br />Section 44-146.21. The City and surrounding areas experienced heavy accumulations <br />of snow, ice, and freezing rain on February 16 - 17, 2003, which resulted in damages to <br />the landfill and hydrodam. Site inspections were COnducted by the Virginia Department <br />of Emergency Man~gbment and th~ Federal Emergency Management Agency on <br />March 6, 2003. Council Member Dallas moved to adopt the following Resolution;; the <br />motion was duly seconded and carried by the following vote, with all members voting: <br />Vote 5 - 0; Yeas (5) - Cobbe, Dallas, Ferrill, Roop, Teague; Nays (0) - None: <br /> <br /> <br />
