February 11,2003 <br /> <br /> B. Reynolds, Jr., City Manager, met with Henry County officials regarding the Axiom <br /> project. Despite recent news reports, the project remains viable. <br /> <br /> There being no further business to come before the Authority during their regular <br /> meeting, upon motion by Authority Member Dallas, duly seconded, by unanimous vote, <br /> Chairman Teague declared the meeting adjourned at 7:54 P. M. <br /> <br /> Council Member Ferrill moved to approve the minutes of the January 28, 2003, <br />meeting as presented; the motion was duly seconded and carried by the following vote, <br />with all members voting: Vote 5 - 0; Yeas (5) - Cobbe, Dallas, Ferrill, Roop, Teague; <br />Nays (0) - None. <br /> <br /> Michael Rogers, Chief of Police, presented the "Citizen of the Year" award to <br />Robert Breckenridge. Reverend Breckenridge is pastor of Fuller Memorial Baptist <br />Church, a major and chaplain of the Air Force Reserves, and member of the Martinsville <br />Transportation Safety Commission. He has volunteered as the City Police Chaplain for <br />seven years. Chief Rogers stated, "He loves God, loves his family, loves his country, <br />and loves his community." <br /> <br /> Council considered a report pertaining to an application for grant funds of <br />$31,521.43 from the U. S. Department of Justice/Virginia Department of Emergency <br />Management to purchase equipment under the recently approved Federal Anti-terrorism <br />Act. Clarence Monday, Assistant Fire Chief, stated that these non-matching grant funds <br />are intended to allow local governments to procure equipment that enhances response <br />to weapons of mass destruction. The proposal encompasses critical areas of need <br />when responding to such incidents including respiratory protection, personal protective <br />equipment, air monitoring equipment, and incident management equipment.
