February 11,2003 <br /> <br /> A regular, semi-monthly meeting of the Council of the City of Martinsville, <br /> Virginia, was held on February 11,2003, in Council Chamber of the Municipal Building, <br /> beginning at 7:30 P. M., with Mayor Gene Teague presiding. Council Members present <br /> included: M. Gene Teague, Mayor; Terry L. Roop, Vice Mayor; and Council Members <br /> Joseph R. Cobbe, Bruce H. T. Dallas, and J. Ronald Ferrill. <br /> <br /> Following the invocation and the Pledge to the American Flag, Mayor Teague <br />welcomed everyone to the meeting and acknowledged David Davis, Chairman of the <br />Henry County Board of Supervisors. He announced, also, the resignation of David B. <br />Worthy, City Attorney. <br /> <br /> Council recessed and convened as the Martinsville Redevelopment and Housing <br />Authority at 7:34 P. M. <br /> <br /> The Authority considered the need to meet in Closed Session. In accordance <br /> <br />with Section 2.1-344 (A) of the Code of Virqinia (1950, and as amended) and upon <br />motion by Vice Chairman Roop, duly seconded, and by unanimous recorded vote, the <br />Authority convened in Closed Session, for the purpose of discussing the following <br />matter: <br /> <br /> A. Acquisition of real property, as authorized by Subsection 3. <br /> <br /> At the conclusion of this Closed Session, each member of the Authority certified <br /> <br />that (1) only public business matters exempt from open meeting requirements were <br />discussed in said Closed Session; and (2) only those business matters identified in the <br />motion convening the Closed Session were heard, discussed, or considered during said <br />Session. Upon return to Open Session, Chairman Teague announced that he and Earl <br /> <br /> <br />
