Januaw 28,2003 <br /> <br />WHEREAS, the Governor of Virginia has supported and members <br />of the General Assembly have introduced legislation that would <br />merge the administration of the Museum with that of the Science <br />Museum of Virginia; and <br />WHEREAS, since no fiscal impact statement has been prepared for <br />the General Assembly's consideration; and <br />WHEREAS, the Board of Directors of the Museum of Natural <br />History has endorsed a proposal to delay said legislation until such <br />time as the cost savings and projected operational changes may be <br />thoroughly assessed; and <br />WHEREAS, a new state-of-the-art museum building is scheduled <br />for construction in 2004, now, therefore, <br />BE IT RESOLVED by the Council of the City of Martinsville, <br />Virginia, in regular session assembled January 28, 2003 that it <br />does hereby join the Virginia Museum of Natural History Board of <br />Directors in requesting the General Assembly delay passage of any <br />merger legislation until a study is completed adequately assessing <br />the impact of said merger; and <br />BE IT FURTHER RESOLVED that the City Council unanimously <br />submits its opposition to passage of House Bill 1971 until such time <br />as an adequate study of the cost savings of said proposed meEger <br />is complete; and <br />BE IT FURTHER RESOLVED that the City Council unanimously <br />requests that any study commission established by the General <br />Assembly to study this matter consist of members appointed to <br />adequately and equally represent the interest of the Virginia <br />Museum of Natural History. <br /> <br />Earl B. Reynolds, Jr., City Manager, presented a brief legislative update. <br /> <br />Wayne Knox, Planning, Zoning, & Housing Manager, presented the second <br /> <br />annual "Landlord of the Year" award to Kent J. Redd. <br /> <br />Council considered adopting, on second reading, Ordinance 2003-1 on a request <br /> <br />by the Planning Commission to amend Zoning Ordinance Section VIII, Special Use <br /> <br />Procedure, to amend Section XV, Off Street Parking and Loading, and to propose <br /> <br />creation of a new ordinance section, XIV, Landscaping Standards. Council Member <br /> <br />Ferrill moved to adopt, on second reading, Ordinance 2003-1, as presented; the motion <br /> <br /> <br />
