Januaw 28,2003 <br /> <br /> A regular, semi-monthly meeting of the Council of the City of Martinsville, <br />Virginia, was held on January 28, 2003, in Council Chamber of the Municipal Building, <br />beginning at 7:32 P. M., with Mayor Gene Teague presiding. Council Members present <br />included: M. Gene Teague, Mayor; Terry L. Roop, Vice Mayor; and Council Members <br />Joseph R. Cobbe, Bruce H. T. Dallas, and J. Ronald Ferrill. <br /> <br /> Following the invocation by Council Member Ferrill and the Pledge to the <br />American Flag, Mayor Teague welcomed everyone to the meeting. <br /> <br /> Council Member Ferrill moved to approve the minutes of the January 14, 2003, <br />meeting as presented; the motion was duly seconded and carried by the following vote, <br />with all members voting: Vote 5 - 0; Yeas (5) - Cobbe, Dallas, Ferrill, Roop, Teague; <br />Nays (0) - None. <br /> <br /> Council considered adoption of a Resolution in opposition to passage of House <br />Bill 1971 that would merge the administration of the Virginia Museum of Natural History <br />with that of the Science Museum of Virginia. Vice Mayor Roop moved to adopt the <br />following Resolution; the motion was duly seconded and carried by the following vote, <br />with all members voting: Vote 5 - 0; Yeas (5) - Cobbe, Dallas, Ferrill, Roop, Teague; <br />Nays (0) - None: <br /> <br /> WHEREAS, the Virginia Museum of Natural History is a Virginia <br /> institution operated within the boundaries of the City of Martinsville; <br /> and <br /> WHEREAS, the Museum is governed by an independent Board of <br /> Directors created by the General Assembly of the Commonwealth <br /> and appointed by the Governor of the same; and <br /> WHEREAS, the Museum operates independently under the <br /> leadership of an executive director appointed by the board; and <br /> WHEREAS, the Museum independently manages its own <br /> administration in accordance with state management guidelines <br /> and within a budget set by the General Assembly with concurrence <br /> of the Governor; and <br /> <br /> <br />
