Januaw 28,2003 A regular, semi-monthly meeting of the Council of the City of Martinsville, Virginia, was held on January 28, 2003, in Council Chamber of the Municipal Building, beginning at 7:32 P. M., with Mayor Gene Teague presiding. Council Members present included: M. Gene Teague, Mayor; Terry L. Roop, Vice Mayor; and Council Members Joseph R. Cobbe, Bruce H. T. Dallas, and J. Ronald Ferrill. Following the invocation by Council Member Ferrill and the Pledge to the American Flag, Mayor Teague welcomed everyone to the meeting. Council Member Ferrill moved to approve the minutes of the January 14, 2003, meeting as presented; the motion was duly seconded and carried by the following vote, with all members voting: Vote 5 - 0; Yeas (5) - Cobbe, Dallas, Ferrill, Roop, Teague; Nays (0) - None. Council considered adoption of a Resolution in opposition to passage of House Bill 1971 that would merge the administration of the Virginia Museum of Natural History with that of the Science Museum of Virginia. Vice Mayor Roop moved to adopt the following Resolution; the motion was duly seconded and carried by the following vote, with all members voting: Vote 5 - 0; Yeas (5) - Cobbe, Dallas, Ferrill, Roop, Teague; Nays (0) - None: WHEREAS, the Virginia Museum of Natural History is a Virginia institution operated within the boundaries of the City of Martinsville; and WHEREAS, the Museum is governed by an independent Board of Directors created by the General Assembly of the Commonwealth and appointed by the Governor of the same; and WHEREAS, the Museum operates independently under the leadership of an executive director appointed by the board; and WHEREAS, the Museum independently manages its own administration in accordance with state management guidelines and within a budget set by the General Assembly with concurrence of the Governor; and
