TUESDAY, November 26, 2002 <br /> <br />J. ll <br /> <br /> Council moved upon motion duly seconded, with all members voting: Vote 5-0; Yeas (5)- Teague, <br />Roop, Cobbe, Dallas, and Ferrill; Nays (0)- None, to approve the aforementioned execution by the City <br />Manager. <br /> <br /> Council opened the Meeting for Business from the Floor. Mr. Chris Koumparakis, a Henry County <br />resident, addressed Council and requested that the City take efforts to recognize the late Clyde Williams, a <br />previous Council Member, for his outstanding community efforts. <br /> <br />Council considered the StaffReport. Among the items discussed included: <br /> <br />Financial report for the month ending 10/31/02. Mr. W. W. Bartlett, Director of <br />Finance and General Services, addressed Council and stated that eight City funds <br />have a $255,000 positive variance while overall expenditures are $736,422 less <br />than anticipated through October. <br />Update on the City's water supply. Mr. John Dyches, Director of Water <br />Resources, reported that the City Reservoir has risen over three feet recently as a <br />result of recent rainfall, and thus recommended that the City rescind water <br />restrictions that were enacted to counter past drought conditions. Council moved <br />upon motion duly seconded, with all members voting: Vote 5-0; Yeas (5)- Teague, <br />Roop, Cobbe, Dallas, and Ferrill; Nays (0)- None, to rescind City water <br />restrictions. <br />Quarterly property maintenance / community improvement projects / Housing <br />Choice Reports. Mr. Wayne D.P. Knox, Planning, Zoning, and Housing Manager, <br />summarized documents that were distributed to Council Members. Among the <br />contents included: <br />i. Southside Neighborhood Project Status Report. 53% of allotted funds have <br /> been expended. <br />ii. Academy Place Neighborhood Project. Staff has completed three owner- <br /> occupied projects, and four jobs are awaiting commencement. The City's goal <br /> is 26 residential properties. Already, 26.89% of the allotted funds have been <br /> expended on the project with 60 applications received. <br /> <br /> Council considered the following Consent Agenda items: <br />A. Accept and appropriate in the General Fund for the FY03 Budget, $400.67 in Revenue into 01102926 <br /> 436401, Categorical Federal Aid / Police Confiscated Assets for Expenditure in 01311085 506079, <br /> Federal Asset Forfeiture / Police. <br />B. Accept and appropriate in the School Fund for the FY03 Budget the following: <br /> 1. $4,271 in Revenue into 18103908 418286, E-Rtae Reimbursement for Expenditure <br /> in 85001014 568209, E-Rtae ADP Equipment. <br /> <br /> <br />
