November 12, 2002 <br /> <br />following roll call vote, with all members voting: Vote 5 - 0; Yeas (5) - Cobbe, Dallas, <br />Ferrill, Roop, Teague; Nays (0) - None: <br /> <br /> BE IT ORDAINED by the Council of the City of Martinsville, <br /> Virginia, in regular session held on October 8, 2002, that Section 5- <br /> 18 of Martinsville Code be, and it hereby is, amended by adding <br /> thereto subparagraph (d) to read as follows: <br /> "Sec. 5-18 Keeping of other livestock and poultry <br /> prohibited; exception. <br /> (d) The provisions of this section shall not apply to the keeping <br /> of any animal or fowl at special events or by an itinerant <br /> circuit or carnival while performing an engagement in the <br /> City of Martinsville provided that the Chief of Police, or his <br /> designee, is satisfied that said animals and/or fowl are <br /> being cared for in a humane manner at said special event <br /> or by said circus or carnival." <br /> <br /> Council considered a presentation from Chris Koumparakis regarding the Virginia <br />Chapter of the National Wrestling Hall of Fame. Mr. Koumparakis announced that the <br />late Spencer Chang, former Martinsville High School teacher and coach, was inducted <br />into the Hall of Fame on October 24, 2002. <br /> <br /> Council considered business from the floor. Mr. Sanders expressed concern <br />regarding the recent announcement that no City school received accreditation.' <br /> <br /> Wade Bartlett, Director of Finance, presented the financial report for month <br />ending September 30, 2002. <br /> <br /> Tom Hamed, Economic Development Director, and Tiffani Underwood, <br />Marketing Coordinator, presented the quarterly economic development report. <br /> <br /> Council Member Dallas moved to adopt the following Consent Agenda item; the <br />motion was duly seconded and carried by the following vote, with all members present <br />voting: Vote 5 - 0; Yeas (5) - Cobbe, Dallas, Roop, Teague; Nays (0) - None: <br /> <br /> <br />
