November 12, 2002 following roll call vote, with all members voting: Vote 5 - 0; Yeas (5) - Cobbe, Dallas, Ferrill, Roop, Teague; Nays (0) - None: BE IT ORDAINED by the Council of the City of Martinsville, Virginia, in regular session held on October 8, 2002, that Section 5- 18 of Martinsville Code be, and it hereby is, amended by adding thereto subparagraph (d) to read as follows: "Sec. 5-18 Keeping of other livestock and poultry prohibited; exception. (d) The provisions of this section shall not apply to the keeping of any animal or fowl at special events or by an itinerant circuit or carnival while performing an engagement in the City of Martinsville provided that the Chief of Police, or his designee, is satisfied that said animals and/or fowl are being cared for in a humane manner at said special event or by said circus or carnival." Council considered a presentation from Chris Koumparakis regarding the Virginia Chapter of the National Wrestling Hall of Fame. Mr. Koumparakis announced that the late Spencer Chang, former Martinsville High School teacher and coach, was inducted into the Hall of Fame on October 24, 2002. Council considered business from the floor. Mr. Sanders expressed concern regarding the recent announcement that no City school received accreditation.' Wade Bartlett, Director of Finance, presented the financial report for month ending September 30, 2002. Tom Hamed, Economic Development Director, and Tiffani Underwood, Marketing Coordinator, presented the quarterly economic development report. Council Member Dallas moved to adopt the following Consent Agenda item; the motion was duly seconded and carried by the following vote, with all members present voting: Vote 5 - 0; Yeas (5) - Cobbe, Dallas, Roop, Teague; Nays (0) - None:
