Mike <br /> <br />Rogers, Chief of Police, was available for comments and questions. Council Member <br /> <br />Ferrill moved to adopt, on an emergency basis, the following Ordinance 2002-14; the <br /> <br />motion was duly seconded and carried by the following roll call vote, with all members <br /> <br />voting: Vote 5 - 0; Yeas (5) - Cobbe, Dallas, Ferrill, Roop, Teague; Nays (0) - None. <br /> <br />WHEREAS, Section 18.2-308D of the Code of Virginia provides <br />that a city may enact an ordinance that requires any applicant for a <br />concealed handgun permit to submit to fingerprinting for the <br />purpose of obtaining the applicant's state or national criminal <br />history record. <br />NOW THEREFORE, BE IT ORDAINED by the Council of the City <br />of Martinsville, Virginia, in regular session held on November 12, <br />2002, that Chapter 24 of the Martinsville Code be, and it hereby is, <br />amended by adding thereto Section 24-1 (e), to read as follows: <br /> "(e) As a condition for issuance of a concealed handgun permit <br /> that the applicant shall submit to fingerprinting and provide <br /> personal descriptive information to be forwarded with the <br /> fingerprints through the Central Criminal Records Exchange to <br /> the Federal Bureau of Investigation for the purpose of obtaining <br /> criminal history record information regarding the applicant and <br /> obtaining fingerprint identification information from federal <br /> records pursuant to criminal investigation by state and local law- <br /> enforcement agencies." <br />BE IT FURTHER ORDAINED than an emergency exists and that <br />this ordinance shall be effective on and after November 12, 2002. <br /> <br />Council considered adoption, on second reading, of Ordinance 2002-11 <br /> <br />amending Section 5-18 Keeping of other livestock and poultry prohibited; exception of <br /> <br />Chapter 5 of the City Code. Council Member Ferrill moved to adopt, on second reading, <br /> <br />the following Ordinance 2002-11; the motion was duly seconded and carried by the <br /> <br /> <br />
