November 12, 2002 <br /> <br />grant. Vice Mayor Roop moved to adopt the following Resolution; the motion was duly <br /> <br />seconded and carried by the following vote, with all members voting: Vote 5 - 0; Yeas <br /> <br />(5) - Cobbe, Dallas, Ferrill, Roop, Teague; Nays (0) - None: <br /> <br />WHEREAS, the Henry County industrial Development Authority, <br />Henry County Board of Supervisors, and Martinsville City Council <br />desire to apply for funding from the U.S. Department of Commerce, <br />Economic Development Administration, for site development of the <br />Patriot Centre at Beaver Creek Industrial Park to provide a sound <br />economic base for the citizens of Martinsville and Henry County; <br />and <br />WHEREAS, the Henry County Board of Supervisors and <br />Martinsville City Council have elected to be covered by the West <br />Piedmont Planning District Commission's Comprehensive <br />Economic Development Strategy Program to assess the area's <br />overall economic outlook and to establish goals and objectives to <br />achieve economic development; and <br />WHEREAS, the Patriot Centre development project has been <br />identified as a number one priority project in the West Piedmont <br />Economic Development District Comprehensive Economic <br />Adjustment Strategy as well as the EDA-funded Title IX Economic <br />Adjustment Strategy completed in June 2002; and <br />WHEREAS, there appears to be funding available from the <br />Economic Development Administration to undertake the proposed <br />project; now, therefore <br />BE IT RESOLVED that the Council of the City of Martinsville in <br />regular session assembled on November 12, 2002 approved the <br />submission of the grant application to the Economic Development <br />Administration for the proposed project and further agreed to <br />commit $232,166.67 to match the federal monies for this project. <br />BE IT FURTHER RESOLVED that said Council does hereby <br />authorize the City Manager to execute the grant application and <br />other documents related to the above-referenced Economic <br />Development grant application. <br /> <br />Council considered adoption, on first reading, of Ordinance 2002-13 amending <br /> <br />Section 12-50 License year of Chapter 23 of the City Code. Pat Conrad, City Treasurer, <br /> <br />was available for comment and questions. Council Member Ferrill moved to adopt, on <br /> <br />first reading, Ordinance 2002-13; the motion was duly seconded and carried by the <br /> <br /> <br />
