November 12, 2002 <br /> <br /> Council considered an update from staff concerning the purchase of a Private <br />Branch Exchange (PBX) system in lieu of the current Centrex system. Mike Scaffidi, <br />Coordinator, presented the results of an internal telecommunications study. He <br />reviewed the advantages of both systems and cited an annual savings of approximately <br />$258,384 with the PBX. Vice Mayor Member Roop moved to authorize the issuance of <br />a RFP for a PBX system; the motion was duly seconded and carried by the following <br />vote, with all members voting: Vote 5 - 0; Yeas (5) - Cobbe, Dallas, Ferrill, Roop, <br />Teague; Nays (0) - None. <br /> <br /> Council considered a report from the Deer Population Management Task Force. <br />Ira Trollinger, Chairman, reviewed the meeting schedule, membership, and various <br />statistics. He presented the Task Force's recommendations, which included (1) <br />adoption of a resolution in support of Henry County's request to lengthen the hunting <br />season; (2) amendment to City Code to allow for a special de-pop permit whereby the <br />gaming commission allows the Police Department to have specialized bow hunters to <br />harvest deer during a given period of time; (3) amendment to City Code to allow for a <br />deer hunting season within the City limits on approved property by the Police <br />Department for bow hunters only, using the Urban Archery Season and other seasons <br />specified for hunting deer with bows; (4) implementation of a system to include the <br />number of deer hit and the number of deer killed within the City limits; and (5) <br />distribution of pertinent information in its City newsletter, over its website, and on its <br />cable access channel about co-existing with deer. Council discussed these <br />recommendations, including labor demands, results of other localities' programs, and <br />other options.
