November 12, 2002 <br /> <br />Triad NC region to accommodate existing and future demands, <br />and; third, the opportunity to share in the economic prosperity of the <br />region and its neighbors by improving the quality of the region's <br />major routes; and <br />WH£REAS, City of Martinsville officials believe that a good <br />highway system is vital to the mutual benefit of all the citizens of the <br />City of Martinsville and south central Virginia', and <br />WHE:REAS, the construction of a multi-lane connector from NC 68 <br />to US 220 and the widening of US 220 to NC 68 in Rockingham <br />County will greatly improve northern accessibility to the Federal <br />Express hub and Piedmont Triad International Airport; and <br />WHE-'REAS, this route also helps to establish the 1-73 corridor, <br />which will serve the City of Martinsville; and <br />WHE-'RFAS, the 1-73 highway will be of significant economic benefit <br />to the City of Martinsville, Henry County and Rockingham County <br />by opening the region to greater markets for passengers and <br />commerce; now, therefore <br />BE IT RESOLVED by the Council of the City of Martinsville, <br />Virginia, in regular session assembled November 12, 2002, that it <br />does hereby endorse and recommend to the North Carolina <br />Department of Transportation the published priorities for inclusion <br />in the upcoming Transportation Improvement Program. <br /> <br />Council considered a request by the Henry-Martinsville Department of Social <br /> <br />Services for additional funding in the FY03 budget. Earl B. Reynolds, Jr., City Manager, <br /> <br />stated that he supports the request. Joyce Grogan, Social Services Director, stated that <br /> <br />she would be asking Henry County for additional funding, as both funds have been <br /> <br />spent earlier than projected. Council Member Cobbe encouraged Mrs. Grogan to <br /> <br />research other organizations for financial support. Council Member Ferrill moved to <br /> <br />appropriate $4,500 into Revenue line 14603938 462101 - Contribution from Fund <br /> <br />Balance for expenditure in 14565340 509195 - Customer Assistance, with the <br /> <br />understanding that the Department may return to request additional funding; the motion <br /> <br />was duly seconded and carried by the following vote, with all members voting: Vote 4 - <br /> <br />1; Yeas (4) - Dallas, Ferrill, Roop, Teague; Nays (1) - Cobbe. <br /> <br /> <br />
