John Sanders, of 308 Starling <br />Avenue, spoke regarding the proposed list of worst property maintenance offenders and <br />the status of the Memorial Hospital Foundation. <br /> <br /> Council considered a Staff Report concerning the City ordinance as it pertains to <br />dangerous or vicious dogs. Earl B. Reynolds, Jr., City Manager, presented a report <br />from Tim Porter, Police Captain, stating that "The act of walking a dog that is perceived <br />as vicious or dangerous is not a violation of any City ordinance." Also, according to <br />Virginia State Code, "No canine or canine crossbreed shall be found to be a dangerous <br />dog or vicious dog solely because it is a particular breed." <br /> <br /> Council considered a Staff Report pertaining to citizen complaints on the deer <br />population within the City limits. City Manager Reynolds highlighted a discussion with <br />Darrell Hatcher, of the State Game and Inland Fisheries, whose recommendation was <br />to form a citizen action group. Also, the County of Henry is planning to submit an <br />application for an extension of the firearm season by seven weeks. Council Member <br />Ferrill moved to authorize the City Manager and/or Mayor to communicate by proper <br />means in support of the extension request; the motion was duly seconded and carried <br />by the following vote, with all members voting: Vote 5 - 0; Yeas (5) - Cobbe, Dallas, <br />Ferrili, Roop, Teague; Nays (0) - None. The following citizens spoke in favor of action <br />to address the deer population: Lester Finney, of 902 Owens Road; Byron Corcoran, of <br />1914 Dundee Lane; Chris Koumparakis, of Eden, NC; and Joey Moore, of 904 Owens <br /> <br /> <br />
