August 27, 2002 Road. Vice Mayor Roop moved to authorize the City Manager to formulate a deer population task force and to coordinate with the County of Henry in any joint effort; the motion was duly seconded and carried by the following vote, with all members voting: Vote 5 - 0; Yeas (5) - Cobbe, Dallas, Ferrill, Roop, Teague; Nays (0) - None. Council considered a Staff Report concerning the City's request for a VCDBG Planning Grant to assist in the redevelopment of the Church Street target area and the Draper site. Tom Harned, Economic Development Director, presented a project briefing. Two public forums are scheduled for September 16 and 30, 2002, and the first management team meeting is scheduled for September 9, 2002. City Manager Reynolds presented a donation request from the Martinsville-Henry County Crimestoppers. He stated that the organization has never asked for a contribution from the City during budget preparation and recommended a $1,000 donation be made from the City Manager's Contingency Fund. Council Member Ferrill moved to make a one-time donation of $1,000 to the organization for specific information relating to the Short case with no implication of any future funding; the motion was duly seconded and carried by the following vote, with all members voting: Vote 5 - 0; Yeas (5) - Cobbe, Dallas, Ferrill, Roop, Teague; Nays (0) - None. John Dyches, Director of Water Resources, presented a Water Status report and recommended a request for voluntary conservation be issued at this time, to be effective either until more restrictive conservation is needed or until the Reservoir level rises above 6.0' below the spillway making requested conservation unnecessary.
