August 27, 2002 <br /> <br /> Council reconsidered a request by Carl DeHart to be designated as Archivist for <br />the City of Martinsville. Council Member Ferrill moved to appoint Mr. DeHart as such; <br />the motion was duly seconded and carried by the following vote, with all members <br />voting: Vote 5 - 0; Yeas (5) - Cobbe, Dallas, Ferrill, Roop, Teague; Nays (0) - None. <br /> <br /> Council considered a presentation concerning summer youth program guidelines <br />now in effect under the Workforce Investment Act (WIA) as opposed to the previous Job <br />Training Partnership Act (JTPA). Becky Aydlett, Local WIA Executive Director, <br />presented an overview of the WlA program and stated that the program is being <br />conducted this year by the Martinsville City School System. The program must be for <br />twelve months, and 65 youths are projected to be enrolled for the current year. Vicky <br />Harris, of the Pittsylvania County Community Action Agency, presented an overview of <br />the JTPA program and stressed that the WlA program is more flexible to meet the <br />needs of the local community. Council Member Dallas stated that the Iow number of <br />youths participating is sending the wrong message. By general consensus, with no vote <br />taken, Council requested a copy of the City Schools' program proposal and a <br />meeting/presentation with the program administrator. <br /> <br /> Council considered conducting a Public Hearing on a Local Law Enforcement <br />Block Grant of $20,688 for the Police Department. Michael Rogers, Chief of Police, <br />stated that the funds will be used for new computers in the Records Division; collapsible <br />and expandable batons; 23-caliber rifles; and new scuba gear. The matching City <br />portion of $2,299 will be from drug asset forfeitures. Mayor Teague declared the Public <br />Hearing open.
