TUESDAY, August 13, 2002

Kendrick, President of the Martinsville-Henry County Historical Society, was at the meeting and approached
Council. Mr. Kendrick said he was appointed Henry County's Archivist in 1992 for the exclusive purpose of
preserving records of history. Council Member Dallas asked to table the request in order to seek input from
local organizations. Council Member Dallas feels that a record of past events may be detrimental to the City,
and public input is necessary prior to reaching a decision for Mr. DeHart's request. Mr. Kendrick agreed to
speak before local organizations to clarify any concerns. Council, by consensus, agreed to table the request
until such feedback is assimilated.

Council considered both a Public Hearing and adoption, on first reading, of Ordinance 2002-10, upon a
request by the Planning Commission to amend Zoning Ordinance Section XIII, Business and Manufacturing
Districts. Mr. George Hayfield, Associate Planner, offered an overview of the request. Mr. Hayfield stated
that during the Planning Commission's June 27, 2002 meeting, a Public Hearing was conducted on the
matter, on request from City Staff. Proposed amendments affect mostly B-l, M-l, and M-2 districts, and is
largely administrative in nature. Numerous outdated and ambiguous terms were removed and replaced by
current planning terminology and other terms changed for ease of understanding. One substantive change
proposed is removal of transient storage of hazardous wastes as a use allowed by special use permit.
Following discussion of the proposed amendments, in which no opposition was expressed, the Planning
Commission voted unanimously to recommend to City Council that the Zoning Ordinance be amended, as
proposed. Council's Public Hearing was opened and subsequently closed due to no one spehking. Council
moved upon motion duly seconded, with all members voting by recorded vote: Vote 4-0; Yeas (4)- Teague,
Roop, Cobbe, and Fen-ill; Nays (0)- None; Abstain (1) - Dallas, to approve the Ordinance, on first reading.

Ordinance No. 2002-10

AN ORDINANCE TO AMEND, REVISE, AND REORDAIN ZONING ORDINANCE SECTION XIII, BUSINESS
AND MANUFACTURING DISTRICTS, OF THE CITY OF MARTINSVILLE, VIRGINIA

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF MARTINSVILLE, VIRGINIA, in
