TUESDAY, August 13, 2002 <br /> <br />A regular, semi-monthly meeting of the Council of the City of Martinsville, Virginia, with M. Gene Teague, <br />Mayor, presiding, was held Tuesday, August 13, 2002, in the Council Chambers of the Municipal Building, <br />beginning at 7:30 P.M. The following members of Council were present: M. Gene Teague, Mayor; Terry L. <br />Roop, Vice-Mayor; Joseph R. Cobbe, Bruce H. T. Dallas, and J. Ronald Fen-ill. <br /> <br />After the invocation, provided by Vice-Mayor Roop, and the Pledge to the American Flag, Council moved <br />upon motion duly seconded, with all members voting: Vote 5-0; Yeas (5)- Teague, Roop, Cobbe, Dallas, and <br />Ferfill; Nays (0)- None, approval of the Minutes of the July 9 and July 23, 2002 Meetings, with an <br />amendment to the July 23ra Minutes. <br /> <br />Council considered approval of a Performance Contract between Piedmont Community Services and the <br />Virginia Department of Mental Health, Mental Retardation and Substance Abuse Services. Mr. James <br />Tobin, Executive Director of Piedmont Community Services (PCS), gave Council an overview of the <br />request. Mr. Tobin stated that the purpose of the process is to give Council an oppommity to offer input into <br />services that PCS offers to the local public, and is an annual state requirement. Mr. Tobin added that this <br />particular contract is simpler, as compared to last year. In no way does Council's action create an obligation <br />of any sort. Council moved upon motion duly seconded, with all members voting: Vote 5-0; Yeas (5)- <br />Teague, Roop, Cobbe, Dallas, and Ferrill; Nays (0)- None, to approve the Performance Contract, as <br />presented. <br /> <br />Council considered a written request from Mr. Carl DeHart who, in his letter, expressed interest in being <br />designated as the City's official Archivist. Mr. DeHart was not present at the Meeting; therefore, Mr. Earl B. <br />Reynolds, Jr., City Manager, informed Council that this is a voluntary service, and is an unpaid position <br />through the local Historical Society. Henry County has an official Archivist, Mr. Desmond Kendfick. Mr. <br /> <br /> <br />
