Enclosure Cf. / 0

Martinsville
A C~TY WITHOUT LIMITS

Date:

To:

From:

September 5, 2002

Earl B. Reynolds, Jr., City Manager

John H. Dyches, Director of Water Resources

Subject: Water Supply Status

Below are updates to several items discussed at the August 27 Council Meeting, during which a
request for voluntary conservation was implemented.

During the several days following the August 27 meeting, scattered rain fell in varying
amounts throughout the City and Cotmty. The Reservoir fell slightly below the 8.2' level
reported at that time, but later rose to about that same level where it has remained.

The ram did boost flows in Leatherwood Creek, allowing continuous pumping at about a
2.0 MGD rate (except for a day when the transmission ma'm was damaged by a
contractor). Rain in that area has also reduced the need for irrigation, allowing the creek
to maintain significantly more flow than in previous weeks.

· The rain improved the HCPSA Marrowbone system supply, such that flow from the City
to that area may soon be reduced.

On August 30, the Governor issued mandatory water use restrictions for most of the
State. Several specific restrictions (watering lawns, washing vehicles and filling
swimming pools) will supersede the City's voluntary request, but the Governor's
Executive Order Number 33 has provided no clear directives regarding enforcement. To
track the effectiveness of the Order, the Virginia Department of Health has asked all
significant water producers to report production weekly.

55 West Church Street P.O.
