June 11,2002 <br /> <br />2002-4; the motion was duly seconded and carried by the following roll call vote, with all <br />members voting: Vote 5 - 0; Yeas (5) - Crabtree, Dallas, Ferdll, Roop, Teague; Nays <br />(0) - None. <br /> <br /> Council conducted a Public Hearing on the City's Fiscal Year 2003 Budget and <br />tax rates and considered approval, on first reading, of Ordinance 2002-5 related to <br />same. City Manager Reynolds reviewed the budget and financial plan. Mayor Crabtree <br />declared the Public Hearing open. Representatives of the Salvation Army, including <br />Ted Eanes, Wayne Knox, and Eric Nickels, requested $25,000 for their capital <br />campaign, which would purchase land, build a multipurpose field, and build on their <br />current building. Mr. Puckett requested level funding for the rescue squad. Mr. Crigger, <br />of 1122 South Askin Street, spoke in favor of a teen center. John Sanders, of 308 <br />Starling Avenue, discussed the projected amount and use of taxes generated by the <br />sale of Memorial Hospital of Martinsville & Henry County. Mayor Crabtree declared the <br />Public Hearing closed. Vice Mayor Teague moved to transfer $2,452 from the City <br />Manager's Contingency line item to the rescue squad's line item; the motion was duly <br />seconded and carried by the following vote, with all members voting: Vote 5 - 0; Yeas <br />(5) - Crabtree, Dallas, Ferrill, Roop, Teague; Nays (0) - None. By general consensus, <br />with no vote taken, Council requested a review of the rescue squad and fire <br />department's funding policy. Council decided to review the Salvation Army's capital <br />campaign and the teen center concept over the next year and consider funding during <br />the next budget process.
