City Manager Reynolds <br />stated that this increase would only effect commercial, industrial, and private haulers, <br />and would help to defray the costs of environmental regulations. Mayor Crabtree <br />declared the Public Hearing Open; he declared the Public Hearing closed. Council <br />Member Roop moved to adopt, on first reading, Ordinance 2002-6; the motion was duly <br />seconded and carried by the following roll call vote, with all members voting: Vote 5 - <br />0; Yeas (5) - Crabtree, Dallas, Ferrill, Roop, Teague; Nays (0) - None. <br /> <br /> Council considered adoption, on first reading, of Ordinance 2002-7 adding Article <br />VIII, Sections 21-99, 21-100, and 21-101 to Chapter 21 of the City Code authorizing the <br />collection of a public rights-of-way use fee. City Manager Reynolds stated that these <br />fees were established by the Commonwealth of Virginia. Council Member Ferrill moved <br />to adopt, on first reading, Ordinance 2002-7; the motion was duly seconded and carried <br />by the following roll call vote, with all members voting: Vote 5 - 0; Yeas (5) - Crabtree, <br />Dallas, Ferrill, Roop, Teague; Nays (0) - None. <br /> <br /> Council considered adoption, on first reading, of Ordinance 2002-8 adding <br />Section 1-17 Special Assessment authorizing a processing fee not to exceed $25 on <br />any individual admitted to a county, city, or regional jail following conviction to Chapter 1 <br />of the City Code.
