June 11,2002 <br /> <br /> Council considered recognition of nominees for the 2002 Second Quarter Service <br />Excellence Award and announcement of the quarterly winner. Earl B. Reynolds, Jr., <br />City Manager, and Brenda Prillaman, Customer Service Coordinator, announced the <br />nominees: David Bush, Utility Billing; Brian Mabe, Public Works; Weldon Reynolds, <br />Public Works; William Wilson, Public Works; and Danny Worrell, Public Works. Mr. <br />Worrell was recognized as the quarterly winner. <br /> <br /> Council conducted a Public Hearing and considered adoption of an Ordinance on <br />a request from the Martinsville Redevelopment and Housing Authority to rezone 925 <br />Rives Road from R-9 Residential to C-1 Commercial. George Hayfield, Associate <br />Planner, stated that this involves 2.5 acres and is proposed to be sold to a developer to <br />build a spa. Mr. Hayfield has received three public inquiries, none of which were <br />negative. Mayor Crabtree declared the Public Hearing open. Jimmy Crigger, of the <br />Planning Commission, spoke in favor of the Ordinance. Mayor Crabtree declared the <br />Public Hearing closed. Vice Mayor Teague moved to adopt the following Ordinance, on <br />emergency basis; the motion was duly seconded and carried by the following roll call <br />vote, with all members voting: Vote 5 - 0; Yeas (5) - Crabtree, Dallas, Ferrill, Roop, <br />Teague; Nays (0) - None: <br /> <br /> BE IT ORDAINED by the Council of the City of Martinsville, <br /> Virginia, in regular session assembled, that in order to assure <br /> compliance with Virginia Code Section 15.2-2200, it is stated that <br /> the purpose for which this Ordinance is initiated is to promote the <br /> public health, safety, convenience and welfare of its citizens and to <br /> plan for the future development of the community, that the Zoning <br /> Map of the City of Martinsville, Virginia, be-- and is hereby - <br /> amended to the extent that Parcel 53(4)1 on the Zoning Map of the <br /> City of Martinsville, located at 925 Rives Road, is hereby rezoned <br /> from R-9 Residential to C-1 Commercial, <br /> BE IT FURTHER ORDAINED by said Council that, an emergency <br /> existing, this ordinance shall be in force immediately upon adoption. <br /> <br /> <br />
