May 14, 2002 <br /> <br /> BE IT ORDAINED by the Council of the City of Martinsville, <br /> Virginia, in regular session held on April 23, 2002 that Section 1-16 <br /> be added to Chapter 1 of the Martinsville Code to read as follows: <br /> Sec. 1-16. Special assessment for funding of courthouse <br /> security personnel as part of costs in criminal and traffic <br /> cases. <br /> Five Dollars ($5.00) shall be assessed as part of the costs in each <br /> criminal and traffic case in the General District Court of the City of <br /> Martinsville or in the Circuit Court of the City of Martinsville in which <br /> the defendant is convicted of a violation of any statute or ordinance, <br /> pursuant to the provisions of Section 53.1-120D. of the 1950 Code <br /> of Virginia, as amended. Such assessment shall be collected by <br /> the clerk of court in which the case is heard, remitted to the city <br /> treasurer and held by such treasurer subject to appropriation by this <br /> Council to the sheriff's office for the funding of courthouse security <br /> personnel. This assessment shall be in addition to all other costs <br /> prescribed by law. <br /> <br /> Council considered a request by the Virginia Municipal League to submit <br />nominations for membership on the VML 2002 Policy Committees. Council Member <br />Dallas moved to submit the following nominations - Council Member-Elect Joseph A. <br />Cobbe, Environmental Quality, Council Member Ferrill, Finance, Vice Mayor Teague, <br />General Laws, Council Member Dallas, Human Development and Education, and <br />Council Member Roop, Transportation; the motion was duly seconded and carried by <br />the following vote, with all members voting: Vote 5 - 0; Yeas (5) - Crabtree, Dallas, <br />Ferrill, Roop, Teague; Nays (0) - None. <br /> <br /> Council considered business from the floor, but there was none. <br /> <br /> Council considered a summary presentation of the proposed FY02-03 budget <br />and establishment of budget work sessions. Earl B. Reynolds, Jr., City Manager, made <br />the presentation.
