February 12, 2002 <br /> <br />motion was duly seconded and carried by the following vote, with all members voting: <br /> <br />Vote 5 - 0; Yeas (5) - Crabtree, Dallas, Ferrill, Roop, Teague; Nays (0) - None: <br /> <br />WHEREAS, Branch Highways, Inc. has proposed to the Virginia <br />Department of Transportation to complete the 30-mile segment of <br />U.S. Route 58 between Stuart and Hillsvitle; and <br />WHEREAS, the Virginia General Assembly adopted the Public <br />Private Transportation Act of 1995 (PPTA) to encourage private <br />initiatives in meeting the Commonwealth's transportation needs; <br />and <br />WHEREAS, Branch Highways has developed a strong reputation <br />with the Virginia Department of Transportation for outstanding <br />highway construction and has experience in building U.S. Route 58 <br />and significant experience in building roads in mountainous areas; <br />and <br />WHEREAS, Branch Highways has assembled a team of experts to <br />complete U.S. Route 58 approximately 10-15 years earlier than <br />currently expected with a significant cost savings to Virginia <br />taxpayers; now, therefore, <br />BE IT RESOLVED by the Council of the City of Martinsville, <br />Virginia, in regular session assembled February 12, 2002, that it <br />does hereby endorse the proposal of Branch Highways to build <br />U.S. Route 58 under PPTA and requests that the Virginia <br />Department of Transportation act favorably on the proposal at its <br />earliest convenience; and <br />BE IT FURTHER RESOLVED by said Council that it calls upon all <br />citizens and local governments to likewise contact the Virginia <br />Department of Transportation and encourage acceptance of this <br />proposal in order to complete this vital project. <br /> <br />Council considered sending a letter to our legislators in support for federal <br /> <br />legislation that will encourage the United States to initiate meaningful and appropriate <br /> <br />action to assist communities impacted by the trade policies enacted by the Congress. <br /> <br />Earl B. Reynolds, Jr., City Manager, stated that this support would ask the federal <br /> <br />government what they intend to do to ease the suffering directly related to trade <br /> <br />policies. Vice Mayor Teague expressed appreciation to the County [of Henry] <br /> <br />Administrator for putting this package together and moved to support the legislation; the <br /> <br /> <br />
