February 12, 2002 <br /> <br /> A regular, semi-monthly meeting of the Council of the City of Martinsville, <br /> Virginia, was held on February 12, 2002, in Council Chamber of the Municipal Building, <br /> beginning at 7:30 P. M., with Mayor Mark Crabtree presiding. Council Members present <br /> included: Mark A. Crabtree, Mayor; M. Gene Teague, Vice Mayor; and Council <br /> Members Bruce H. T. Dallas, J. Ronald Ferrill, and Terry L. Roop. <br /> <br /> Following the invocation by Council Member Roop, Mayor Crabtree led in the <br />Pledge of Allegiance and welcomed everyone to the meeting. Ghent Snyder, a Boy <br />Scout working on his merit badge, was recognized. <br /> <br /> Council Member Dallas moved to adopt the Minutes of January 10, 2002, and <br />January 22, 2002, as amended; the motion was duly seconded and carried by the <br />following vote, with all members voting: Vote 5 - 0; Yeas (5) - Crabtree, Dallas, Ferrill, <br />Roop, Teague; Nays (0) - None. <br /> <br /> Council considered recognition of individuals by the Police Department. Michael <br />Rogers, Chief of Police, introduced Zoe Love, who retired from the City as a School <br />Crossing Guard with 30 years of service. Chief Rogers introduced Virginia and Ben <br />Phillips as the "Citizens of the Year" award recipients. <br /> <br /> Council considered recognition of an individual by the Housing Services Office. <br />Wayne Knox, Planning, Housing, & Zoning Manager, introduced Mack Evans as the <br />"Landlord of the Year" award recipient. <br /> <br /> Council considered adoption of a Resolution requesting the Virginia Department <br />of Transportation to act favorably on the proposal by Branch Highways to build U. S. <br />Route 58, from Stuart to Interstate-77 in Carroll County, under the Public Private <br />Transportation Act.
