December 11, 2001 <br /> <br /> WHEREAS, such transfer requires the Transferee to agree to <br /> certain conditions; and <br /> WHEREAS, as Transferee, we desire to agree to the aforesaid <br /> conditions. <br /> NOW, THEREFORE BE IT RESOLVED that the Martinsville CitY <br /> Council agrees that the funds authorized by the transfer will be <br /> used for the same purposes as originally intended; that is, to <br /> provide eligible families with the Housing Choice Vouchers (CFR 24 <br /> part 982) and/or Moderate Rehabilitation (Code of Federal <br /> Regulations (CFR) 24 part 882; that the same population as <br /> originally intended (CFR 24 part 882 and 982) will be served, and <br /> that the vouchers will be used in City of Martinsville and Henry <br /> County as originally intended. <br /> <br /> Council considered a request by the Henry-Martinsville Department of Social <br />Services for additional funding in the FY2001-02 budget. Joyce Grogan, Social <br />Services Director, stated that she is asking for additional funding for two programs. The <br />City Emergency Fund, which is totally locally funded, was budgeted for a maximum <br />monthly expenditure of $400.00 but is being expended at $718.00 per month. The <br />General Relief Program has expended funds down to $197.00 remaining. Council <br />Member Ferrill asked if the needs to the people are being satisfied and will this <br />additional funding complete the fiscal year. Mrs. Grogan responded that nothing can <br />provide all of their needs and she is not expecting an immediate effect from the Vanity- <br />Fair Corporation closing. Council Member Roop asked how donations are placed into <br />funds. Mrs. Grogan replied that if a donation is designated for a locality, all of it goes <br />there; if not, the donation is split equally. Vice Mayor Teague asked if the City grants <br />the request and Henry County does not, will the money be diverted. Mrs. Grogan <br />replied that it would not; there are three separate accounts. Council Member Dallas <br />asked if a full assistance increase would be requested. Mrs. Grogan replied that the <br />program funding and criteria is established by the State.
