188 <br /> <br />TUESDAY, November 27, 2001 <br /> <br />Religious programming is prohibited. Religious programming includes those produced under the auspices of <br />a religious organization or institution, which focuses on subject matter of a religious or sectarian nature. <br /> <br />Political programming is prohibited. Political programs are those that cover any campaign for any political <br />office. The Channel will not be made available to conduct political forums by any individual or group, nor <br />can it be used as a medium to help build support for a particular person or group. The Channel will not <br />undertake or sponsor any political programming. <br /> <br />Fund solicitation is prohibited. The Channel does not have a role in raising money for projects, individuals <br />or agencies. <br /> <br />Prevailing community standards of good taste will be adhered to at all times. Obscene, offensive, or <br />defamatory material is not permitted. <br /> <br />Copyrighted materials will not be cablecast without proper copyright authorization. Producers submitting <br />programs for cablecast are responsible for obtaining all necessary copyright clearance and permission for on- <br />camera appearances and shall hold the City, its offices and assigns, harmless in any case of copyright <br />infringement. <br /> <br />Candidates for public office may appear on a bona fide news program, documentary, or other program if the <br />appearance of the candidate is incidental to presentation of the subject matter, or in coverage of official City <br />meetings, functions, events, and activities. <br /> <br />PRIORITY PROGRAMMING <br /> <br />Priority programming is at the sole discretion of the Public Information Officer and it will preempt all other <br />programs. Examples include, but are not limited to, City Council meetings and emergency bulletins. <br /> <br />COPIES OF PROGRAMS <br /> <br />VHS format videotape copies of The Channel programs will be available for checkout from the City branch <br />of the Blue Ridge Public Library. <br /> <br />Individuals who wish to purchase VHS format copies of programs or of public meetings may do so by <br />contacting the Public Information Officer. The cun'ent fee is $10 (subject to change) for each videotape <br />ordered. Note: tapes hold four (4) hours, so programs/meetings longer than four (4) hours will be on <br />multiple tapes. Allow ten (10) working days for copies to be made. <br /> <br />Council considered the Consent Agenda with the following items: <br /> <br /> A. Accept and appropriate in the General Fund for the FY2001-02 Budget a $381.26 donation from <br /> First United Methodist Early Learning Center into Revenue Acct. 01100908 480410 - Donations <br /> for expenditure 01321102 506014 - Miscellaneous. <br /> <br /> B. Set a Public Heating for December 11, 2001, on a request from Ellen Ward for a Special Use <br /> Permit for property at 319 Starling Avenue located in a P-2, Professional District. <br /> <br /> <br />
