187. <br /> <br />TUESDAY, November 27, 2001 <br /> <br /> The item must meet the mission statement for the Channel and be of interest to the viewers <br />· No political messages <br />· No commercial advertising <br />· No religious messages <br />· No offensive language <br /> <br /> GUIDELINES <br />Bulletin board messages must be approved in writing by the agency or department head prior to <br />submission <br />Items must be submitted at least ten (10) days before an event or activity <br />Messages must be submitted to the Public Information Officer on the official Bulletin Board Message <br />Form. All information on the Form must be provided. Allow three (3) days from submission for the <br />message to appear on the bulletin board. If the message is not approved, the Public Information Officer <br />will return the Form to the department/agency along with a reason why the message was turned down. <br /> <br /> PROGRAMMING PRODUCED BY OTHER SOURCES <br />The Channel may accept programming from outside sources. All programs must meet the mission statement <br />for the Channel. All programs must be previewed and approved prior to scheduling for cablecasting. Any <br />program under consideration may be accepted as presented, may be turned down completely, or may be <br />given conditional approval. Conditional approval may be granted if a program has sections in it that require <br />editing by the producer. In such cases, the Public Information Officer will describe in writing the sections <br />that need editing in order to qualify for cablecasting. Editing or deletion of sections may be necessary for <br />technical quality among other conditions. The producer will then have the option of making all specified <br />changes, or withdrawing the program from consideration altogether. <br /> <br /> ADDITIONAL CONSIDERATIONS <br />Programs are subject to approval by the City Manager. Any disputes shall be resolved by the Public <br />Information Officer. If a resolution cannot be reached, the City Manager's decision shall be final. <br /> <br />Approved programming will be cablecast at a time and date specified by the Public Information Officer. An <br />estimated timeframe from program approval to cablecasting is based on current scheduling requirements and <br />channel workload. <br /> <br />Content shall be judged as to its interest to the majority of Martinsville residents or to its ability to meet <br />stated City goals. <br /> <br />Technical quality shall be equal to or better than the acceptable standards set by the cable television industry. <br /> <br />All programs must have been originally recorded on SVHS or VHS. Copies must be provided in SVHS or <br />VHS format. <br /> <br />Programming accepted for cablecast from other sources may be retained for repeat cablecasting at the <br />discretion of the Public Information Officer, and the producer agrees that the program will not be shown over <br />other Martinsville television channels for a period of ninety (90) days following the cablecast. <br /> <br />Commercial programming is prohibited. Commercial programs are defined as those having as the primary <br />purpose to promote commercial/profit-making services, products, trade or business or, advertising material <br />designed to promote the sale of commercial products or services. <br /> <br /> <br />
