:1.86 <br /> <br />TUESDAY, November 27, 2001 <br /> <br />Moss / Barton, and Southside improvement projects. The actual implementation of this project will be <br /> <br />initiated by three Staff personnel and an advisory board and will encompass twenty-three lots in the $80,000- <br />$100,000 price range. Presently, the City has received more applications for the project than available lots. <br />Council moved upon motion duly seconded, with all members voting: Vote 5-0; Yeas (5)- Crabtree, Teague, <br />Dallas, Ferrill, and Roop; Nays (0)- None, authorization for the City Manager to execute the Housing <br />Rehabilitation Program Design and approve the appointment of the Board for this project. <br /> <br />Council considered a Staff Report. Mr. W.W. Bartlett, Acting Assistant City Manager / Finance Director, <br />summarized the City's financial report for the month ending October 31, 2001. Mr. Bartlett stated that <br />revenues are exceeding expectations in all but the Meals Tax Fund. The General Fund has the largest <br />positive variance of $557,539. Expenditures are below anticipated amounts in all fimds. Overall, fund <br />balances increased $1,458,505 during October. Seven funds improved, nine declined, and one remained <br />unchanged. The City is experiencing lower returns on investments due to lower interest rates, but investment <br />revenues are on budget at this point. <br /> <br />The operating procedures for the Martinsville Government Access Channel 5 were reviewed with Council. <br />Council then gave their unanimous consent to the said procedures as follows: <br /> <br /> MISSION <br />The Martinsville Government Access Channel ("The Channel") serves the Cable TV viewers of Martinsville- <br />Henry County by providing information about Municipal and School Division activities, programs, and <br />issues. <br /> <br /> BULLETIN BOARD POLICIES <br />The Channel is a municipal cable station serving Martinsville-Henry County cable TV viewers. Use of the <br />Channel's bulletin board is limited to local government departments, agencies, constitutional officers and <br />groups appointed by the City government. <br /> <br /> REQUIREMENTS FOR POSTING ON THE BULLETIN BOARD <br />· The item must be sponsored or co-sponsored by a City department/agency <br /> <br /> <br />
