TUESDAY, September 25, 2001 Mr. John Saunders, a City resident, asked the status of the City's new Economic Development Office. Mr. Bartlett said that staffofthe newly created office should be in the office by week's end. Mr. Randy Hopkins addressed Council and stated that he is a resident of Henry County, but receives City water. Mr. Hopkins asked why small aircraft have been recently grounded by the FAA. Mayor Crabtree replied that the measure was taken due to precautions for mitigation of terrorist activities. Mr. Hopkins expressed fear of a threat to national security due to anticipation of future terrorist attacks. Mr. Hopkins encouraged City Staffto initiate precautionary measures for possible use of biological agents and contamination of the City's water supply. Mr. Hopkins agreed to discuss his concerns with City Staff following the conclusion of the Meeting. The Town Meeting was then closed due to no other business from the floor. Council considered authorizing the Mayor to execute an Agreement for the use of the City's Solid Waste Disposal Facility by Henry County from July 1, 2003 to June 30, 2006. The City and County Administrations have negotiated this Agreement, which is a modified extension of an existing Agreement, allowing Henry County to continue use of the City's Landfill. The Henry County Board of Supervisors approved the" Agreement at its meeting on Monday, September 24, 2001. Council moved upon motion duly se.c.~onded, with ail members voting: Vote 5-0; Yeas (5)- Crabtree, Teague, Dallas, Ferrill, and Roop; Nays (0)- None~:~o authorize the Mayor to execute the agreement, as follows: This Agreement made and entered into on this day of ~ 2001, by and between the City of Martinsville, a municipal q0~6i:a/ion and political subdivision of the Commonwealth of Virginia, party of the first part and the County of Henry, a political subdivision of the Commonwealth of Virginia, party of the second part. ~' WHEREAS, t~ HenrYcounty Board of Supervisors desires to contract with the City for solid waste disposal services past the current ~6ntract expiration date of June 30, 2003; and WHEREAS, the City is prepped to provide these services under certain terms and conditions;
