146 <br /> TUESDAY, September 25, 2001 <br /> <br /> police officers have made a conscious effort to increase patrols and vice operations within the Park Street <br /> <br /> area. Chief Rogers added that narcotics officers have made a recent arrest in the vicinity and officers will <br /> continue to initiate measures to monitor the reported activities. Council moved upon motion duly seconded, <br /> with all members voting: Vote 5-0; Yeas (5)- Crabtree, Teague, Dallas, Ferrill, and Roop; Nays (0)- None, to <br /> authorize staffto send a Resolution to the Virginia Housing Development Authority requesting that a clause <br /> be inserted in the rental assistance contract to address termination of rental assistance contracts when multiple <br /> complaints are received at such properties. <br /> <br />Ms. Thelma Pinkard, a resident of Park Street, addressed Council and said that Council would have helped <br />Southside residents more if the Southside pool would have been purchased by the City, the basketball goals <br />would not have been removed from the Southside Park, and if Council concentrated more efforts towards <br />helping the youth of the Southside area. <br /> <br />Mr. Hardin Edwards, a resident of Forest Lake Drive, directed a matter to the attention of Council. Mr. <br />Edwards stated he believes that two-story apartment buildings should have an emergency means of egress <br />from the second story of such buildings. Mr. Edwards asked that Council support such a concept. Council <br />Members questioned the validity and constitutionality of the proposal, but requested that Mr. Knox look into <br />the issue and a related property maintenance issue that may already have been reported in the area of Mr. <br />Edwards' complaint. Mr. Knox was asked to report back at the next Council Meeting. <br /> <br />Ms. Thelma Pinkard asked the status of the Southside CDBG Grant Project. Mr. Bartlett replied that the <br />project's curb and gutter phase is two-thirds complete, and the City is otherwise on-schedule with the project, <br />as a whole. Ms. Pinkard questioned why City crews have been diverted from the work of the project. Mr. <br />'Bartlett explained that City crews were needed to affect emergency repairs in other City locations. <br /> <br /> <br />
