VIII. PROPERTY REHABILITATION STANDARDS <br /> <br />Rehabilitation improvements are restricted to the correction of deficiencies as determined by the <br />HUD Section 8 Housing Quality Standards (Section 8 Inspection Checklist) and in accordance <br />with the Virginia Department of Housing and Community Development's Supplemental Rehab <br />Requirements for termite control, chimney safety, debris and trash removal, electrical <br />components, safety, weatherization, etc. All properties receiving assistance will be inspected by <br />the Rehabilitation. The City's Project Manager, or his designee, will be responsible for an initial <br />inspection of all properties eligible for rehabilitation assistance prior to the development of bid <br />packages. This inspection report will be compared to the inspection report developed by the <br />Rehabilitation Specialist to ensure that all substandard conditions are identified. <br /> <br />All properties rehabilitated will be brought in compliance with HUD Section 8 Housing Quality <br />Standards and VDHCD's Supplemental Rehabilitation Requirements. The housing standards are <br />comprehensive, covering all housing equipment and construction elements. All property <br />improvements funded through this program must also conform to the City's adopted building <br />code and other applicable standards. Cosmetic improvements must be minimized and related to <br />correcting a substandard condition. Under no circumstances are items such as dens, garages, <br />pools, greenhouses, decks, or extraneous landscaping to be provided with funds from this <br />program. <br /> <br />IX. CONTRACTING PROCEDURES <br /> <br />General contractors interested in participating in the R.P: Thomas Neighborhood Housing <br />Rehabilitation Program will be solicited via newspaper advertisement and direct correspondence <br />to contractors who are currently working in the area and have worked in the City's previous <br />CDBG-assisted neighborhoods. Public notices and outreach efforts will be made to solicit <br />participation of local, female-owned and minority businesses. This list of local general <br />contractors will be developed with assistance from the City's Building Official. <br /> <br />A. Contractor Qualifications <br /> <br />Contractors will be required to complete a pre-qualification form requesting information <br />regarding experience and references to determine their qualifications and eligibility to <br />perform rehabilitation work. Contractors must be Commonwealth of Virginia Class A or <br />B registered. Minimum liability insurance requirements are at least $100,000 for property <br />damage and $300,000 for personal injury. Contractors will also be reqUired to <br />demonstrate creditworthiness. A list of approved contractors will be established and <br />approved by the Housing Rehabilitation Program Board. Additional pre-qualified <br />contractors may be added to the list with Board appro.val during the course of the project. <br />No contract will be awarded to a contractor until he/she has met all qualification criteria. <br /> <br />Any failure to comply with the terms of the construction contract will be documented by <br />the Rehabilitation Special(st.
