July 24, 2001 <br /> <br />BE IT RESOLVED by the Council of the City of Martinsville, <br />Virginia,-in regular session assembled July 24, 200t, that all <br />legislative bodies discussing technology needs in the Common- <br />wealth of Virginia and every member of the General Assembly are <br />urged to support the right of all localities, as they deem necessary <br />and without artificially imposed restrictions, to provide such <br />telecommunications services themselves or, as the locality <br />determines appropriate, partner with private firms to ensure that <br />their citizens and businesses have access to these critical and <br />fundamental services. <br /> <br />Earl B. Reynolds, Jr., City Manager, presented an update on the establishment of <br /> <br />the Department of Economic Development. He advised that office arrangements are <br /> <br />moving forward, the final budget will be presented at the first Council meeting in August, <br /> <br />four positions are being created, and the first meeting of the new Patrick Henry <br /> <br />Development Council Board of Directors was held last week. Council Member Dallas <br /> <br />asked about any cost savings as compared to other options. City Manager Reynolds <br /> <br />replied that preliminary numbers show a decreased dollar amount. <br /> <br />Council Member Dallas moved to adopt the following Consent Agenda item; the <br /> <br />motion was duly seconded and carried by the following vote, with all members present <br /> <br />voting: Vote 4 - 0; Yeas (4) - Dallas, Ferrill, Roop, Teague; Nays (0) - None: <br /> <br />Accept and appropriate $510 in donations ($500 from Lucy H. <br />Davis and $10 from Bergfield & Associates) into Revenue <br />01100908-480410 - Donations/Fire for Expenditure 01321102- <br />506014 - Miscellaneous in the Fire Department's budget in the <br />General Fund for the FY2001-2002 Budget. <br /> <br />Council considered authorizing the City Manager to execute a Letter of <br /> <br />Agreement with the Virginia Tobacco Indemnification and Community Revitalization <br /> <br />Commission regarding the $114,000 grant to the City. City Manager Reynolds reported <br /> <br />that the City and County [of Henry] were officially notified today that each would receive <br /> <br /> <br />
