Council Member Roop moved to authorize the City Manager to execute such; the motion was duly seconded and carried by the following vote, with all members present voting: Vote 4 - 0; Yeas (4) - Dallas, Ferrill, Roop, Teague; Nays (0) - None. Council Member Ferrill thanked the City administration for securing a recycling facility for area residents. He added, "We need to use it and spread the word. It's the right thing to do." Vice Mayor Teague announced that "National Night Out" will be held on Tuesday, August 7, 2001. Council considered the need to meet in Closed Session. In accordance with Section 2.1-344 (A) of the Code of Virginia (1950, and as amended) and upon motion by Council Member Roop, duly seconded, and by unanimous recorded vote, Council convened in Closed Session, for the purpose of discussing the following matter: A. Appointment to the Piedmont Community Services Board, as authorized by Subsection 1. At the conclusion of this Closed Session, each member of Council certified that (1) only public business matters exempt from open meeting requirements were discussed in said Closed Session; and (2) only those business matters identified in the motion convening the Closed Session were heard, discussed, or considered during said Session. Upon return to Open Session, Council took the following action: A. Council Member Roop moved t° appoint Carolyn L. Lackey, of 1512 White Oak Court, to a three-year term on the Piedmont Community Services Board, expiring June 30, 2004; the motion was duly secon~led and carried by the following vote, with all members present voting: Vote 3 - 1; Yeas (3) - Ferrill, Roop, Teague; Nays (1) - Dallas. There being no further business to come before Council during their regular meeting, upon motion by Council Member Dallas, duly seconded, by unanimous vote, Vice Mayor Teague declared the meeting adjourned at 8:37 P. M.
