3.00 June 26, 2001 Council considered the following matters related to the City's Fiscal Year 2001- 2001 Budget: Adoption, on emergency basis, of Ordinance 2001-4 establishing the City's Fiscal Year 2001-2002 Budget and tax rates. Vice Mayor Teague moved to adopt the following Ordinance No. 2001-4 [Attachment A], on emergency basis; the motion was duly seconded and carried by the following roll call vote, with all members present voting: Vote 4 - 0; Yeas (4) - Crabtree, Dallas, Roop, Teague; Nays (0) - None. Adoption of a Resolution agreeing to participation by City employees in the Virginia Retirement System's full unreduced early retirement program for employees 50 years of age with 30 years of service. Council Member Roop moved to adopt the following Resolution; the motion was duly seconded and carried by the following roll call vote, with all members present voting: Vote 3 - 1; Yeas (3) - Crabtree, Dallas, Roop; Nays (1) - Teague: WHEREAS, the 1999 Virginia General Assembly enacted legislation which was approved by the Governor as set out in Title 51.1, Chapter 1, Section 51.1-153(B)(2) Of the Code of Virginia to become effective July 1, 1999, allowing current and future members of the Virginia Retirement System to become eligible for unreduced early retirement benefits at age 50 with at least 30 years of service; and WHEREAS, the City of Martinsville, a political subdivision of the Commonwealth of Virginia (5-5223), acting by and through the Martinsville City Council in special session assembled June 26, 2001, does hereby elect to have those of its employees who are regularly employed full time on a salary basis and whose tenure is not restricted as to temporary or provisional appointment, or future employees who shall become members of the Virginia Retirement System, to become eligible for full unreduced early retirement benefits at age 50 with 30 years of service. BE IT FURTHER RESOLVED by said Council that Earl B. Reynolds, Jr., City Manager, and Johnathan B. Phillips, Clerk of Council of the City of Martinsville, are hereby authorized and directed in the name of the City of Martinsville to execute any required contract in order that said employees of the City of Martinsville may become eligible for unreduced early retirement benefits at age 50 with 30 years of service under the Virginia Retirement System.
