Enclosure #2

Martinsville

july 30,2001

The Honorable Mayor and City Council
City of Martinsvi~e
Martinsville, Virginia

The Planning Commission, at it's regular meeting on July 19th, 2001, conducted a public
hearing on a request from city staff to amend Zoning Ordinance Section X, District
Regulations-Residential, R-6, R-9, and R- 16 Districts. The proposed amendments place
uses allowed by right and uses allowed by special use permit along side each other in
their respective residential zoning district sections of the ordinance. This places all
uses that are allowed in a residential zoning district in one location.

In addition several outdated terms were removed and replaced by current planning
terminology and other terms changed for ease of understanding. Kindergartens and
day nurseries, allowed by right in the R-6 and R-9 zoning districts, now both fall under
home day care.

A town house or similar development, allowed by special use permit in the R-6, R-9,
and R- 16 districts, previously allowed buildings with a maximum of eight units. The
Planning Commission, after discussion in public hearing, felt this placed undue
restriction on the developer in housing development design and removed the
maximum.

Following discussion of the proposed amendments, in which no opposition was
expressed, the Planning Commission voted unanimously (5-0) to recommend to City
Council that the Zoning Ordinance be amended as proposed (see attachment). The
Planning Commission respectfully submits the above request for Council's further
consideration.

Sincerely,

James Barnett, Secretary

Wayne D. P. Knox
Planning/Zoning & Housing Manager

Attachment

Cc: James Barnett

55 West Church Street

P. O.
