March 13, 2001

Tom Harned, Assistant to the City Manager for Community Development,
announced that a Property Maintenance Informational Seminar will be held on
Wednesday, April 11, 2001, at 6:00 P. M., in Council Chamber.

Council considered a Public Hearing regarding the conveyance of three lots
fronting Townes Street owned by the City to The Lester Group, Inc., or its designee, for
a price of $400.00. City Manager Reynolds advised Council that these three lots were
abandoned at its last meeting, the parcels were donated to the City by the highway
department as part of the Commonwealth Boulevard project, and the $400.00 amount is
the assessed value set by the Commissioner of the Revenue's Office. Council Member
Dallas expressed dissatisfaction at not selling the land for a profit. Mayor Crabtree
declared the Public Hearing open. J. B. Trayis, of 401 Fifth Street, stated that he felt
the City was getting a good deal. Tony Millnet, of 141 Howard Drive, offered to
purchase the land for $600.00. Mr. Harned stated that there were no legal costs to the
City. Mayor Crabtree declared the Public Hearing closed. Vice Mayor Teague moved
to convey the parcels as presented; the motion was duly seconded and carried by the
following vote, with all members voting: Vote 4 - 1; Yeas (4) - Crabtree, Ferrill, Roop,
Teague; Nays (1) - Dallas.

Council considered a Public Hearing regarding the R. P. Thomas Planning Grant.
Wayne Knox, Planning, Zoning, & Housing Manager, stated that the public hearing was
to complete a requirement of the grant process and to solicit input from the public and
Council. This project is currently a planning grant, which always precedes a community
improvement .,grant. The'-M~ss/Barton Community Development Block Grant (CDBG)
was administratively closed in 1998, and the Southside CDBG is 25 percent spent.
