February 13, 2001 <br /> <br />On or before April 30 in each year, the city manager shall submit to <br />the council: <br />(1) Current expense budgets for the general operation of the city <br /> government, the public schools and for each of the city's <br /> utilities; <br />(2) A budget message; <br />(3) A capital budget; and <br />(4) A schedule of permanent improvements planned in support <br /> of the capital budget. <br /> <br />Sec. 2-40. <br /> <br />Adoption of budgets and revenue ordinances; transfer <br />of funds. <br /> <br />After the hearing provided for in section 2-39, the council shall <br />adopt all budgets for the ensuring budget year, as well as such <br />ordinances providing for additional revenue as may be necessary to <br />balance the budgets. This adoption shall be made on or before <br />June 30 in each year. From the effective date of the budget, the <br />several amounts stated therein as proposed expenditures approved <br />by the council shall be and become appropriated to the several <br />objects and purposes therein named; however, upon authorization <br />of the city manager, the director of finance, during the budget year, <br />shall transfer any unencumbered balance, or portion thereof, in any <br />fund budget from one classification of expenditure to another within <br />the same department, board, commission, office or agency and, for <br />this purpose, each of the utilities of the city shall be deemed to be <br />separate departments. <br /> <br />Council considered adoption of a Resolution urging the General Assembly to <br /> <br />provide funding for Virginia's A. L. Philpott Manufacturing Extension Partnership <br /> <br />(VPMEP). City Manager Reynolds stated, "There are a number of projects that, <br /> <br />unfortunately, are facing cuts. This partnership would really suffer. The Henry County <br /> <br />Board of Supervisors recently adopted a similar resolution." Council Member Roop <br /> <br />moved to adopt the following Resolution; the motion was duly seconded and carried by <br /> <br />the following vote, with all members voting: Vote 5 - 0; Yeas (5) - Crabtree, Dallas, <br /> <br />Ferrill, Roop, Teague; Nays (0) - None: <br /> <br />WHEREAS, the City of Martinsville believes that Virginia'.s A. ~_. <br />Philpott Manufacturing Extension Partnership (VPMEP)is-an <br /> <br /> <br />
