February 13, 2001 Michael Rogers, Chief of Police, stated, "One of the highlights as Chief of Police is to present the Citizen of the Year Award. This year's recipient is Ruby Harrell. She is an active member of the American Association of Retired People and has served as president of the local chapter for five years. Mayor Crabtree replied, "We're indeed thankful for all of your contributions." Michelle Gurney, of the Virginia Department of Corrections, stated, "Each jail in Virginia undergoes a three-year audit, in which operations are scored on 121 standards. I'm; pleased' .to report~ that',.' the Martinsville Jail and 'Jail Annex received 100% compliance, being one of eleven receiving such a score in 2000." Council considered adoption of Ordinance No. 2001-2 amending Chapter 2 - Administration, Article III - Budgets, Section 2-37 - Submission of Budgets, Budget Message, etc., to Council and Section 2-40 -Adoption of Budgets and Revenue Ordinances; Transfer of Funds of the City Code. Council Member Ferrill moved to adopt, on second reading, the following Ordinance; the motion was duly seconded and carried by the following roll call vote, with all members voting: Vote 5 - 0; Yeas (5) - Crabtree, Dallas, Ferrill, Roop, Teague; Nays (0) - None: BE IT ORDAINED by the Council of the City of Martinsville, Virginia, in regular session assembled on February 13, 2001, that it does hereby-amend Chapter 2 - Administration, Article III - Budgets, Section 2-37 - Submission of budgets, budget message, etc., to council, and Section 2-40 - Adoption of budgets and revenue ordinances; transfer of funds, of the City Code, as follows: Sec. 2-37.
