TUESDAY, January :~3. 2001 <br /> <br />Council considered adoption of a Resolution. Mr. Barry Kanode, Superintendent of the Patrick <br /> <br />Henry Correctional Unit, Camp 28, addressed Council and explained this request is for adoption <br />of a Resolution to allow State inmates to perform work in the City, on Spruce Street, near the <br />Henry County line. If authorized, the work would include removal of silt that has accumulated in <br />the culvert. Mr. Kanode assured Council that the program' s number one commitment is to public <br />safety, and he is simply attending the Meeting to offer use of inmate labor within the City for the <br />stated purpose. Such programs are monitored for safety and security. The Resolution is a State <br />requirement, and must include his recommendation, and the State Public Safety Director' s <br />signature. Two State Correctional guards will supervise the work with approximately ten inmates <br />comprising the crew. The inmate classification of such crews includes aggressive screening by the <br />Superintendent and staff, and typical convictions are for property crimes, drug offenses, and <br />driving violations. Average release dates are one to two years from now. No sex-offenders or <br />kidnappers are allowed to serve in this capacity. Council Member Dallas asked if two additional <br />guards could be added to the gang. Mr. Kanode stated that due to limited staffing, no more <br />guards could be added. Council moved upon motion duly seconded, with all members voting: <br />Vote 4-1; Yeas (4)- Crabtree, T eagne, F errill, and R oop; Nays (1)- Dallas, adoption of the <br />Resolution as follows: <br /> <br /> WltF~REAS, inmate labor may be used for public works projects on public lands under Section <br /> 53.1-59 of the Virginia Code; and <br /> <br /> WltF~REAS, the Department of Corrections has an agreement with the Virginia Department of <br /> Transportation for the use of inmate labor for minor maintenance work along public roads and <br /> rights of way; and <br /> <br /> WHEREAS, the Mulberry Creek box culvert on Spru~ Street/Route 650 is in need of cleaning <br /> and silt/debris removal; and <br /> <br /> WHEREAS, the Patrick Henry Correctional Unit has an inmate work crew available for such <br /> work; and <br /> <br /> WHEREAS, a resolution of support from the local governing body is required by the Virginia <br /> Code prior to the use of inmate labor on public works projects; now, therefore, <br /> <br /> <br />
